The set was designed top-down, but it doesn't have the mechanical cohesiveness of a set like Innistrad. My guess is that players liked the concept of the world and were unhappy with some of its execution, particularly in gameplay.

There might be some survivors though (Hazoret, for instance, didn't die on camera), so maybe there's some additional story to be told.

Note that this is weighted by how much the audience cares about a certain storyline. Zendikar is one of our most visually compelling worlds and has a lot of great civilizations and peoples built into it. All the planes that we're not going back to either got the life beat out of them by a ton of sets and had many, many wars, or they're momentarily seen planes that nobody knows much about. Ulgrotha is tied to a very unpopular set. How well was the return to Theros received? Kinda sad, since I found the world being a flavour hit! Dominaria being a smash hit all but ensured we're going back one day. Rath had a lot of cool visuals and interesting components, but they don't click together to make a cohesive world quite as well as a lot of our modern worlds. Well, Magic is putting out three Setting focused Sets a year, so the chances that they will visit any given 4-5 Setting eventually are quite good, and some of those (like Amonkhet, Eldraine, or Tarkir) would make excellent D&D Settings, so I wouldn't discount them in the long term. It definitely has a distinctive look, but not one that scored well in the market research. If we never returned to finish that storyline, players would not be happy. I believe most of you when you read the name "Regatha" asked yourself "What's Regatha?"
